REACH Custodial Services had held the contracts for 20 years under the state's "employment program and disability preference." The preference allows the state to give extra consideration to businesses owned by or employing people with disabilities. It also allowed for the contract with REACH to be exempted from the procurement process.

The nonprofit REACH helps and employs people with developmental disabilities.

Mills said the contract with REACH was valued, but the competitive bidding process needed to be reinstated.

Even with the 15 percent "procurement preference," REACH's bid wasn't competitive enough during the last round.

Millie Ryan, executive director of REACH, said her group plans to rebid on janitorial contracts for the State Office Building, Dimond Courthouse and third floor of the Capitol, where the offices of the governor and lieutenant governor are located.

"We'll be taking a look at what we did before, but we need to make sure that whatever we put in is going to cover our costs," Ryan said. "We will make it the most competitive bid that we can make it."

Ryan said most who worked at the state offices were able to find other jobs after the contract ended July 1.
