Before the state ruled the building unfit to live in, it had been a hotbed for gangs and criminal activity. After it closed, it became a magnet for vandalism, broken windows and graffiti. The building has since been boarded up and cleaned of vandalism, but residents want it gone. The North Valley Community Leadership team has been working with Councilwoman Pamela Goynes-Brone to raze the complex for the last five years.
