Former District 1 Commissioner Shirley Darrell and other former commissioners have drained public resources with sloppy or illegal practices.

Jim Roth, who replaced the woman who succeeded Darrell in District 1, signaled a new era in county government when he fired 17 of his 58 employees after taking office in 2003. Roth, an attorney, made sure that the terminations were for cause and could be defended legally. Part of the problem was that county government was stuck in the past, with no professional human resources department.

Commission districts were run as fiefdoms �� hiring engines for the friends, family and supporters of the commissioners. Taxpayers should not be expected to reward malfeasance, but this is what sometimes happens when the pragmatic desire to settle trumps the principled desire to fight frivolous claims.

We congratulate Maughan for uncovering the abuse that led to the firings, and for the courage and conviction to see this case through. This didn't come without expense to taxpayers, but that expense was far less than what it would have been otherwise. There will still be cases in which it makes more sense to settle. This wasn't one of them.

County hiring and firing practices have improved, along with the makeup of the commission. The county's resolve not to cave in to lawsuits with unsupportable claims is a victory for taxpayers that goes well beyond what happened in this latest case.</html>
