That idea, which was proposed by former council member Mark Fina in public testimony, offers each sector a slight increase in the cap if they stay below it the year prior. Cross said he was not opposed to hard caps in general, or to protecting king salmon, but didn t feel comfortable with the economic hardships that the action could inflict in communities dependent on the trawl fleets.

Throughout the trawl bycatch issue, including the final vote, Glenn Merrill was standing in for National Marine Fisheries Service administrator Jim Balsiger.

Council member Roy Hyder made a substitute motion for a 10,000 king cap that failed in a 5-6 vote.

Hyder, Cross, John Henderschedt, Bill Tweit and Merrill voted for the higher cap.

Hyder s motion paralleled the Advisory Panel, or AP, recommendation, which received significant support in public testimony. In addition to the higher cap, it had a different treatment of rollovers/incentives, particularly for the rockfish program.

Many from industry and the community of Kodiak talked about the potential hardship of the cap, and the economic losses that could be incurred if the fleet is shut down early. The fleet has not hit the 10,000 fish cap very often in the past decade, but would have been shut down in some recent years at the 7,500 fish limit.

Others in the public did support a much lower cap, including representatives who referenced king salmon disaster declarations throughout the state, and ever-declining king runs. While the trawl-caught fish might not all be headed for the troubled stream, every fish counts, they said.
