<html>State officials are pursuing a new twist on a state-led plan to truck liquefied natural gas from a liquefied natural gas plant on the North Slope to fuel oil-dependent Fairbanks.

The idea is to build the small LNG plant south of Prudhoe Bay, along the Dalton Highway, to reduce costs of trucking, State Natural Resources Commissioner Dan Sullivan told a legislative committee in a May 30 briefing.

An idea is being discussed with Trans-Alaska Pipeline System owners to use a small fuel gas pipeline built along the large TAPS oil pipeline.

The fuel gas line now goes from Prudhoe Bay to Pump Station 4 at Galbraith Lake, in the northern Brooks Range, but the plan being considered would have the line extended about 28 miles farther south, beyond Atigun Pass, Sullivan said.

Alyeska Pipeline Service Co., the TAPS operator, built the fuel gas line parallel to the oil pipeline when it was built in 1977, but with TAPS now moving less than a third of its design capacity of 2 million barrels per day, there is spare capacity in the fuel line because less gas is being used at the pump stations.

Also, Alyeska has done reconfigurations of the TAPS pump stations in recent years, and the changes mean that less energy is required for the pump stations.

The new option would build the fuel gas line farther south to a site on Chandalar Shelf, south of the Atigun Pass, Sullivan said. The pass is a constricted area on the Dalton Highway. Building the LNG plant south of the pass would improve safety because LNG tank trucks would not have to navigate the pass daily.

Ted Leonard, executive director of the Alaska Industrial Development and Export Authority, or AIDEA, the state agency leading development of the LNG trucking project, confirmed that a plant along the Dalton Highway is an option being considered.

The idea has been discussed since late last fall when the state and Fairbanks-area utilities began discussing the idea of trucking LNG.

People in industry familiar with the North Slope and small-scale LNG projects are cautious about the idea, however.

Ray Latchem, of Spectrum LNG,[http://grant.pfsprogram.org/search/node/ Red states are discriminating], a company that operates small LNG plants in the Lower 48 and that developed a plant for Fairbanks Natural Gas, a private utility now serving Fairbanks, said a plant on the Dalton Highway would make sense only if there was an assured market in Fairbanks.

Latchem said he believes there is a good potential market for LNG as a fuel for use on the North Slope, but he is unsure whether Flint Hills Resources and Golden Valley Electric Association will be able to make firm commitments to buy LNG as anchor tenants for the project.

Latchem, who originally developed the small LNG plant in the Matanuska-Susitna Borough for Fairbanks Natural Gas (LNG is now trucked to Fairbanks up the Parks Highway), is planning his own LNG plant at Prudhoe to serve the local market there, and has also looked at a plant site at Galbraith Lake.

Latchem now owns a small gas utility serving industrial customers in the Deadhorse area where oil field contractors have camps.

AIDEA s project includes leading development of an LNG plant on the Slope in which the authority would own an equity share, and financing development of a gas distribution system serving a wider area of Fairbanks than is now served by Fairbanks Natural Gas.

The combined elements of the project would exceed $400 million in costs with the bulk of it financed by the state authority, mostly through low-interest loans.

The plant would be built with a capacity of processing 9 billion cubic feet per year into LNG. As an investor, AIDEA would own about two-thirds of the plant and two-thirds of the LNG produced, under a plan now being considered.

The state authority would sell LNG to the Interior Alaska utilities at cost, but could sell any of its liquefied gas not sold to utilities to others at a profit.

AIDEA s board will consider the feasibility study of the LNG trucking project in July.
