Grace à l'appuis de la marque de cigarettes '''Windelers''', l'équipe [[Phénix Racing]] de '''Mark et Robert Dean''' a pu monter un programme en [[Championnat du monde de Formule 2|Formule 2]] en plus de son programme en [[CIES]], programme lui aussi soutenus par '''Windelers'''.<br >
Pour piloter les deux [[Raynard]] à moteur [[Reno]], '''Mark et Robert Dean''' ont choisit l'ex-pilote de [[Championnat du monde de Formule 74|F74]], le Français [[Jule Biancho]]. A ses cotés, on trouve l'Américaine [[Alison Massey]] venant du [[Scoraseti Racing]]. Tout deux ont été choisit selon des critères "précis", souhaité par la marque '''Windelers''': Jeune, beaux et performants! L'idée est d'associer la marque de cigarettes à une cible "jeune" et "mixte" (raison pour laquelle, elle voulait qu'il y ai une fille et un garçon comme pilote dans cette équipe).
