The suspected large-scale use of poison gas breaks a taboo even in this Syrian conflict that has been so full of cruelty, Chancellor Angela Merkel s spokesman, Steffen Seibert, said Monday. It s a serious breach of the international Chemical Weapons Convention, which categorically bans the use of these weapons. It must be punished, it cannot remain without consequences. Germany has very clear evidence that this was a chemical weapons attack, Seibert said. They cannot produce evidence, but keep on saying that the red line has been crossed and they cannot wait any longer, he said at a Moscow news conference. Lavrov likened the situation in Syria to the run-up before the 2003 Iraq invasion. He warned against military intervention in Syria, saying the use of force without a sanction of the U.N. Security Council is a crude violation of international law. ___ BRITAIN Foreign Secretary William Hague said disagreements among the five U.N. Security Council members have prevented any action over Syria from being taken for too long and complete unity wasn t necessary to launch a response. We cannot in the 21st century allow the idea that chemical weapons can be used with impunity, he said. British Prime Minister David Cameron s office said lawmakers could be recalled to debate any potential action over Syria as soon as this week and that Cameron plans to meet with national security advisers Wednesday. Cameron s spokesman said London reserves the ability to take action swiftly if needed. Cameron later called Vladimir Putin and told the Russian leader there was little doubt that Syrian forces had been responsible and prevented immediate U.N. access to the site, suggesting they had something to hide, the premier s office said. Both agreed that any use of chemical weapons would merit a serious response from the international community, but Putin said there was no evidence about whether they had been used in Syria and, if so, who was responsible. ___ TURKEY Foreign Minister Ahmet Davutoglu said his country would take part in an international coalition against Syrian President Bashar Assad s regime if the U.N. failed to come up with sanctions to punish Syria for the alleged use of chemical weapons. Turkey was once a close Syrian ally, but turned into one of Assad s harshest critics and is a key supporter of Syrian rebels. Turkey has repeatedly struck back at Syrian territory in response to shelling, mortar rounds or fire from across the border since shells from Syria struck a Turkish village in October, killing five people. ___ UNITED NATIONS Speaking to reporters in the South Korean capital of Seoul, U.N. Secretary-General Ban Ki-moon said if proven, any use of chemical weapons by anyone under any circumstances is a serious violation of international law and an outrageous crime. The remainder said they did not know. The White House announced just Friday that the president will address the nation on Tuesday evening in an attempt to make the case for attacking Syria. Asked, Do you think US airstrikes in Syria are likely to lead to a long-term US military commitment there?, 62 percent of non-Hispanic whites and 60 percent of non-Hispanic blacks said yes; 26 percent of non-Hispanic whites and 25 percent of non-Hispanic blacks said no. Asked, Do you think US airstrikes in Syria are likely to create a backlash against the US and its allies in the region?, 76 percent of non-Hispanic whites and 69 percent of non- Hispanic blacks said yes; 14 percent of non-Hispanic whites and 19 percent of non-Hispanic blacks said no. Fifty-seven percent of non-Hispanic whites and 61 percent of non-Hispanic blacks agreed that the US should first get a United Nations resolution to use force before taking military action against Syria. Opinion As I have written previously, the bloom is finally off the Obama rose insofar as black people are concerned. The list of disappointments and broken promises is far too long to chronicle, once again, here. How can we not help but notice that his No. 1 domestic push these days seems to be immigration reform, while this nation-state s cities and urban enclaves deteriorate at an ever-increasing rate. And, Obama has dispatched his attorney general to at least give lip service to the burgeoning, overflowing-with-black-and-brown-bodies jails and prisons. But both of them refuse to make the new sentencing guidelines regarding crack versus powder cocaine retroactive. Thus, thousands upon thousands of low-level, nonviolent, mostly black and brown offenders will remain locked up almost indefinitely. Obama s performance at the 50th commemoration of the March on Washington last month seemed perfunctory, overly scripted, and certainly contained no policy prescriptions for what ails black America. There are many more issues which affect blacks specifically and directly, but which this first black president has not deigned to address. But this latest foray into Syria seems to have been something of a tipping point, for it has brought about a perceptible sea change in black peoples perception of this man. His rhetoric and proposals therefor are damn near identical to the rhetoric and practices of his predecessor, . And the thing is, Obama does not seem to notice this change nor even care. But it's the plastic iPhone 5C that may actually end up being more critical to Apple's future. What the "C" doesn't stand for, however, is "cheap." Some analysts expected the unsubsidized iPhone 5C to debut , which would make it significantly more affordable in markets outside of the United States where carriers don't subsidize the retail cost. Although some carriers like T-Mobile offer consumers unsubsidized phones (which have higher upfront cost but carry lower monthly burdens), for the most part, the iPhone 5C will run you $99 for the 16GB version on a two-year contract. The New York Times that a sub-$400, or even sub-$500 iPhone isn't in the cards. In China, the iPhone 5C will start at 4,488 renminbi, or roughly $733, which is a 33 percent markup from the unsubsidized $549 cost here in the United States. "If you look at the price, it's clearly a high-end phone, not a low- or even midrange phone," Jenny Lai, an analyst at HSBC in Taipei, . So what gives? Typically, the previous year's iPhone model in this case, that would have been the iPhone 5 slides down to occupy the mid-priced slot ($99 on a two-year contract) in Apple's three-phone lineup, while the previous model before that sells for $0 on a two-year contract (in this case, the iPhone 4S). This year is different, though. Aside from a few tiny spec improvements and the polycarbonate backing (which comes in six colors), the iPhone 5C is essentially the same phone as the iPhone 5, which it is replacing in the middle slot. it's purely a marketing gamble to help differentiate the iPhone 5 from the new iPhone 5s. Why on earth would Russia work to undermine its own plan just 24 hours after first proposing it? There are three ways to think about this: the optimistic view, the pessimistic view and the middle-ground. Many observers are likely to take the pessimistic view: that Russia never seriously planned on following through with its proposal to scoop up Syria s chemical weapons. This has all been a shell game from the start, a ploy to delay U.S. strikes and box in President Obama while Syria continues acting with impunity. This is just the start of a Russian strategy of dangling deals in front of the U.S. and then yanking them away. Russia knows that many members of Congress will pressure Obama to pursue the proposal, even if Obama believes it s just a bluff. That could spark even more disagreement within the U.S. and delay strikes further, maybe indefinitely. The optimistic view is that this is just a negotiating tactic, a wholly foreseeable play by Russian diplomats who really do want to see their plan go through but also want to make sure they have a hand in crafting it. By feinting away from support, Russia can force the three Western members of the UN Security Council (France, the U.S. and Britain) to give Moscow some concessions on the plan. These kinds of injuries occur when a body experiences massive trauma -- either through beating, falling from high places or (most disturbingly) from sexual assault in very small children.
