"We'll be taking a look at what we did before, but we need to make sure that whatever we put in is going to cover our costs," Ryan said. "We will make it the most competitive bid that we can make it."
Ryan said most who worked at the state offices were able to find other jobs after the contract ended July 1.

== With his UFC dream accomplished, Houston’s Brian Melan ==

Mike Goldberg and Joe Rogan sure needed a guide during Melancon’s UFC 162 win over Seth Baczynski. The UFC broadcasters used approximately 25 different pronunciations of Melancon’s name, and none of them were correct. Not even close, really. But Melancon doesn’t blame them one bit.

“Usually, if people can’t say it right, I’ll just tell them to pronounce it ‘Muh-lon-son.’ That’s the best,[http://www13.plala.or.jp/white_roots/gwbbs/gwbbs.cgi Grasp Your Lifespan - Selecting Your car Keys Take],” Melancon says. “I actually told the UFC the right way to say it, but also said that if they were going to butcher it to just say Muh-lon-son. They said Meh-lan-son because of Randy Couture’s grappling coach Neil Melanson.”

Melancon was at home when he got the call offering him the fight with Baczynski.

“The first thing I thought was ‘oh crap, I’ve got to get in shape.’ I’d taken some time off with the new job and I’d just gotten married,” Melancon says. “I’d been eating at all these different places because that’s what people my age do when they get off work: they go to happy hour.

“I had to talk to my wife and figure out if I wanted to make that sacrifice. I’d just gotten a promotion at my job, so I had to give up that position. But once I decided to do it, I didn’t care who they put me up against. I’m glad it was more of a mid-level guy that was respected in the UFC. Seth had only lost in his current stint in the UFC to Mike Pierce by decision. So I was happy about that.”

All Melancon wanted was the chance to fight someone that would move him up the divisional ladder. Baczynski was that opponent, and so Melancon told UFC matchmaker Joe Silva that he’d accept the fight. He was already training, getting back into shape, and shifting gears to prepare for Baczynski wasn’t a problem.

Melancon felt no nerves walking to the Octagon for his UFC debut. You start thinking about the weight of everything you’re doing, that you’re about to step into the hallowed cage of the biggest and best fight promotion in the world.

Not Melancon.

“It was just another day at the office. I actually felt more calm than ever before. I said a few prayers in the back just to make sure I stayed calm and relaxed. I was joking with my teammates,” he says. “One of the main things I kept thinking about was that this was my only goal that I set for myself in MMA. I wanted to fight and win in the UFC. So I just wanted to enjoy the moment and not take it for granted. I enjoyed the whole process.”

Melancon certainly enjoyed the process. Especially the part where he clubbed Baczynski on the jaw with powerful ground and pound shots, knocking him out and earning a TKO victory with one second left in the fight.

Watching the fight in the arena, I couldn’t be sure whether Melancon had won the fight or if the referee stopped it because time had expired. There was never any doubt in Melancon’s mind that he’d won the fight, though.

“I saw his eyes roll back in his head and I knew he was out, so I hit him with a few punches so the ref wouldn’t have a choice but to stop it,” he says. “The ref broke in and stopped it, and I knew he was out. I knew he was going to stop the fight. After the fight, Melancon made waves in the internet-verse by mentioning legendary heavyweight Fedor Emelianenko. The Russian heavyweight is Melancon’s favorite fighter of all time, and there are certainly worse role models to have.

“I loved the way he fought and his style. He was always undersized and didn’t look like this crazy Alistair Overeem type. None of that ever even mattered. He was calm and mild mannered, and was always humble and respectful,” Melancon says. “He would walk in there with this straight face, not amped up or angry or anything. The main event is a heavyweight title rematch between Cain Velasquez and Junior dos Santos, and Melancon would sure love to be on the card. He’d also like to see fellow Houstonians Daniel Pineda and Andrew Craig on the same card. But mostly, he’d just like to fight in front of his friends and family.

“I talked to Sean Shelby and he gave me Joe Silva’s number. I texted him and told him that I’m ready for that card. I trained with Andrew for our fights, and Tim Kennedy also came down to train the week before the fight,” he continues. “They made sure to put us all in the same locker room. It was a really cool experience to be on the biggest card of the year with a couple of my buddies.”

My time with Melancon is drawing to a close; he has places to eat and people to see. He’s also working with Justin Wren’s “Fight for the Forgotten” charity that seeks to liberate slaves in the Congo, give them running water and a sustainable way to make a living. Wren is spending a year in the Congo; Melancon will do whatever he can to help out back home.

But before he goes, I have to ask the one question all MMA journalists are seemingly required to ask: who does he want to fight next?

“It doesn’t matter to me. Whoever is going to help me move up in the standings is fine with me,” he says. “Being that I just had my first fight, beating Seth was a good statement that I’m in the middle of the pack. Whoever they would like me to fight next is fine with me; I don’t need to pick anyone out.”

And with that, Melancon must go. But you can be sure that you’ll see him again, perhaps even here in Houston at UFC 166. And wouldn t that be something?</html>
